Civilian Buildings in RA

Is there a way to place civilian buildings in multiplayer maps in Red Alert 1?
Even better if they're not owned by any of the teams (like the special team etc in TD)

I have RA-ED too and it is a good editing tool 8), also it loads missions to make change in it
only.. if the owner is changed the game will discribe your mission in a failure don´t forget that. further you can place ally units only do not forget to change that in "Houses" up in the tool bar.!
